[Lapg] free water hyacinth

Water hyacinth (Eichhornia crassipes) is an invasive riparian plant 
which is infiltrating slow moving waters in river deltas, lakes and 
canals in California and the west. While the plant is a biological 
filter it also provides habitat for mosquito larvae. If the goal is to 
protect native species then I would recommend not using this plant or 
promoting its spread.
