California Integrated Waste Management Board
Approves $250,000
for Compost & Mulch Field Demonstration Projects

The California Integrated Waste Management Board (Board) has recently
approved the release of a Request for Proposals (RFP) to solicit projects
that will demonstrate the beneficial end-uses of municipal compost and
mulch. The Board anticipates making several awards with no individual
project funded in excess of $80,000. Awards will be offered to the highest
scored proposal with subsequent awards being given to the second highest and
so on depending on availability of remaining funds.

Acceptable proposals will illustrate the benefits of using compost and mulch
and must meet the following criteria:

* Projects must be located in California.

* Proposals will only be accepted from public institutions. Public
institutions in this context are defined as universities, state agencies,
local governments, and other associated organizations and special districts
including Resource Conservation Districts. Public institutions however are
encouraged to partner with end-users of compost and mulch and other private
entities while acting as project leads.

Acceptable proposals are encouraged to explore innovative uses of compost
and mulch by end-users for such applications as revegetation, environmental
restoration, bioremediation, wetlands restoration, erosion control,
integrated pest management, and other agricultural and non-agricultural
applications.

Application packets for this solicitation will be available December 27th
1999 and can be requested via fax at (916) 255-1107. Proposals are due Feb.
24th 2000. Award of contracts will be announced in April.
