Dear Interested Parties:

For the Sake of the Salmon (FSOS) is a regional organization whose mission 
is "to restore salmon to levels which ensure healthy, sustainable natural 
populations and support productive fisheries".  FSOS has among its highest 
priorities supporting the work of local organizations and providing a forum 
for its members to find common ground on ways to protect and restore 
Pacific salmon.  FSOS's members include the states of California, Oregon 
and Washington, federal agencies, Indian tribes, local governments, the 
sport and commercial fishing industries, agricultural producers, utilities, 
the forest products industry, and environmental groups.

FSOS is looking to subcontract with a Regional Coordinator in the South 
Central Coast of California to March 2003 to provide direct technical 
assistance to local watershed groups.  This assistance will focus on 
organizational development and referrals to salmon and watershed 
information resources and specialists. The first priority of the Regional 
Coordinator's work plan will be to help watershed groups develop 
technically sound, well-written proposals to fund watershed assessment, 
planning and restoration projects. The Regional Coordinator will work 
closely with existing regional salmon recovery efforts.

Regional Watershed Coordinator Position Available
California South Central Coast

For the Sake of the Salmon (FSOS) intends to subcontract through its fiscal 
agent Pacific States Marine Fisheries Commission with an independent 
contractor in California’s South Central Coast.  This includes watersheds 
in San Luis Obispo County, Santa Barbara County and
Ventura County. Services will be provided between February 1, 2002 and 
March 31, 2003.
The contractor shall possess the following qualifications:

Qualifications:

·       General knowledge of California watershed restoration group 
functions and activities.
·       General knowledge of State and Federal salmon restoration and 
watershed programs and policies.
·       General knowledge of community-based watershed restoration projects 
and activities.
·       General knowledge of ecological, technical, economic and social 
issues related to watershed restoration.
·       Specific knowledge and experience with dynamics of group 
interaction and facilitation.
·       Specific knowledge and experience with grant writing and watershed 
funding sources.
·       Specific knowledge and experience with workshop planning, 
development and coordination.
·       Ability to manage and track budgets, and track and account for 
labor and expenses charged to contract.
·       Ability to work independently, establish work priorities and manage 
time in order to successfully implement work plan.
·       Excellent verbal and written communication skills, along with good 
organizational skills. Ability to use tact and diplomacy to communicate 
effectively with diverse groups of people.
·       Proficiency using personal computers and the Internet.   Contractor 
must have personal computer and telephone equipment along with the capacity 
to communicate regularly via email with FSOS staff.  Must have 
compatibility with Microsoft Office 97 software applications.
·       Ability to travel extensively within the region via 
automobile.  Contractor must have a valid State of California Driver's 
license, and provide your own automobile.


Scope of Work:

·       Establish contacts with local watershed organizations and identify 
specific organizational and technical needs of each group.
·       Establish contacts with Federal and State agency field office 
personnel.
·       Develop detailed one-year workplan outlining Regional Coordinator 
activities including specific milestones and deliverables based on 
identified priorities.
·       Respond to local watershed groups’ requests for information about 
organizational development* and salmon habitat/watershed protection and 
restoration resources. **
·       Work closely with existing regional salmon recovery and watershed 
restoration efforts.
·       Coordinate with public and private agencies, as needed.
·       Strengthen the ability of community-based watershed organizations 
to effectively pursue and utilize funding for protecting and restoring 
watersheds that are home to salmon.
·       Deliver a minimum of six grant training sessions for watershed 
groups.  This may include workshops or one-on-one consultations.  Training 
sessions shall be tailored to address the requirements and timing of salmon 
recovery-related funding sources. Provide follow-up assistance where needed.
·       Prepare and submit comprehensive quarterly reports to FSOS.  These 
reports will include a summary of watershed support activities and progress 
towards work plan implementation.
·       Upon completion of contract, prepare and submit final report to 
FSOS summarizing watershed support activities and expenditures along with 
recommendations for future activities.

*Organizational development topics may include but are not limited to the 
following: identifying funding sources, effective grant writing, promoting 
stakeholder involvement, developing partnerships, project management, 
effective public outreach, working with the media, working with government 
programs and processes.

**Salmon Habitat/Watershed Protection topics may include but are not 
limited to the following: developing and planning habitat restoration 
projects, watershed assessment, monitoring, action planning, water quality 
monitoring.

Compensation:
This is a fixed price contract for approximately $12,600 per quarter (final 
amount will be determined at the time of contract award).  Contractors are 
expected to provide an average
of 25 hours/week of service.  The fixed price contract includes travel 
costs (automobile mileage reimbursement only), per diem, telephone and 
routine office supplies and photocopying.
FSOS will cover bulk mailings and bulk photocopying expenses from a 
separate budget.


Project Monitoring
·       For the Sake of the Salmon's Watershed Program Manager will monitor 
contractor performance.


Work Time Table:
·       Begin work: approximately February 11, 2002
·       Complete work: March 31, 2003


Payment Terms:
·       An advance of $1,000 will be provided for start up costs.

·       Invoices shall be submitted along with quarterly progress report 
documenting the activities covered by invoice.

·       $5,000 will be withheld from the final invoice until a final report 
is received and accepted by FSOS.


Provide the following information:
·       A cover letter (one page) detailing your experience and interest in 
this effort.
·       A resume, client history, and three references (no page limit).
·       Resume for key personnel (if different from above).
·       A brief (no more than two pages) statement that reflects your 
understanding of the contract request and your approach to address key 
elements of the proposed Scope of Work.
·       Percentage of time key personnel would devote to this project on an 
average weekly basis.


Qualification Deadline

January 11, 2002, 5 p.m. (Extended to February 1.)

Only the most qualified candidates will be interviewed.  FSOS will notify 
all finalists by January 15, 2002.  Interviews will be scheduled during the 
week of January 21, 2002.
