[Southern California Permaculture] plant geeks and botanists -- ID question!

Attention botanists and plant geeks...!  Can anyone identify this
landscaping plant that I came upon in coastal CA?  It is a thick, rather
gnarly bush/hedge...  It is planted in a median on a very quiet street
(along with Peruvian Pepper Tree and Tamarisk Tree). 

It definitely seems like it is an introduced, non-native species...

Recently, local city workers pruned back the hedge and a beautiful resin
oozed from the tips of certain stems.  The resin is rather faint
smelling for a resin...the branches have a light, fragrant scent as well
(which I would expect from such a highly resinous plant).  

I make kyphi incense and would love to know more about this particular
hedge...
